Yes, bizarre attempt to mimic the UEFA competitions. Which themselves seemed to have changed only to appease the breakaway "super league" clubs. Kind of out of topic, but I think it it would be much more attractive to further develop those UEFA competitions into actual leagues, with promotion and relegation between them. Think big!
