Laws exist in the books, but are enforeced selectively or not at all, and with politics playing major role in how things are run in Greek football. Of course the players are the ones that were cheated in this situation. The problem is that in these situations they are the ones that were robbed. Nobody that created that mess really suffered any consequences. With all these problems that all these Greek teams have (PAOK, Aris, AEK, Olympiakos in the past, etc.), none of the teams paid for their wrong doing. In countries where the systems are fair, teams actually get relegated for such actions. This sets a bad precedent, clearly giving everyone the idea that they can get away with it. But on the other hand why wouldn't they sign those contracts. It's the owners of the teams that were willing offer such contracts, whether they had the ability or willingness to pay such contracts.
