Of course, there can be tariffs. But the fact is the product becomes more expensive for the consumer. It may work if you have a choice of other domestically-made products, but this is not the case of many goods. Take Greece for example; it imports most consumer goods.
Walmart usually argues, especially this time of the year, that Americans can put lots more presents under their xmas tree because of those goodies are made outside the US. It actually estimated how much "richer" Americans are by having a higher purchasing power by buying stuff made outside the US.
