And if two "bad" teams play eachother one could win. A loss is not 100% a fact despite not playing good football. It's like Division D of the Nations League: at the end a minnow wins, promotes to the C Division (and one even made it to Euro 2020 thanks to a brainfart of someone at the offices of UEFA) while being bad.
