My idea included more than an upper deck, I also said add things to modernize it, such as lighting or a parking lot.

Follow the example of Soldier Field in chicago and just have an upper deck built w/o taking down what's already there and add things to modernize it. Hang on to your history, make it better and maybe UEFA will change their mind. For a season find a temporary home,as the renovations go on come back when it's done. A good example to follow.
