I was asking if high testosterone levels actually proves that he was using a banned substance. Anyone have any idea?

The press wrote that the levels detected were so high that they could not be explained as being natural (see Zagorakis).

Shabanis was also tested a few days before the event and he was found clean.

That is why initially the coaches simply asserted that Shabanis was the victim of foul play (someone spiked his food, his drink, or God knows what).

For a more definitive answer I assume we need some expert on sports medicine.

Of course not!

He is going to the proper courts though and, in theory, he might be vindicated. A rather unlikely prospect because if he sticks to his original claims, someone put the "testosterone" in to sabotage him, he will have to prove

1) A negative, that he did not take drugs knowingly,

2) That either the drugs found their way into his system after the competition or that they could not have affected his performance. Indeed, if the drugs he took, knowingly or not, could affect performance, without them he might not have been among the medalists.

I understand that he plans to claim that the tests were wrongly administered. I doubt that anything will happen.
